John Groarke: Merhaban / Hello. It is a distinct pleasure to chat with all of you today on a subject I am extremely proud of, U.S. Agency for International Development (USAID) programs in Egypt. I look forward to your questions and to sharing information about the strong partnership we have built between the Egyptian and American people through USAID programs, and the benefit this partnership has had on the quality of life in Egypt. Nermin, Quality Professional : As A Quality Professional, I need to know more about the USAID contribution into the Healthcare Sector Reform Program in Egypt.

John Groarke: Nermine, I am proud to tell you that USAID has worked with the Ministry Health and Population for about 30 years. During that time we have funded a variety of programs that have benefited the health of the Egyptian people including the Communication for Healthy Living project. Other USAID health programs include work on Avian Influenza, HIV/AIDS, maternal and child health, family planning and reproductive health, Hepatitis C, and health sector reform.

USAID’s efforts have improved the quality of life for Egyptians; specifically, in 1975 there were 20,000 cases of polio a year but by 2005, polio was eradicated in Egypt. We support and encourage continued polio immunizations. The total fertility rate has fallen from 5.6 births per woman to a healthier 3.1. Child survival and birth spacing programs have been successful, with the infant mortality rate being reduced by 75% from 1975-2000. Maternal mortality declined by 61% between 1992 and 2004. Just as important is in fact that our longstanding partnership with the Government of Egypt has created the necessary foundation for health care reform in Egypt.

Addressing your specific question of the current health sector reform program which is intended to increase the government’s responsiveness to citizens’ need for quality health services while decreasing the poor’s out-of-pocket expenditures on health services, we are currently working with the Ministry of Health and Population (MOHP) to provide technical assistance, and are coordinating a public-private partnership for executive education programs for hospital managers. To help develop future leaders of the MOHP we are supporting the scholarships for MBA degrees for professionals in the MOHP.

Additionally, we hope to assist the MOHP maximize its resources by strengthening its fiscal transparency, sustainability, and effectiveness, and streamlining its institutional framework and reorganizing quality based health care services.

Nermine, it is great that we will be able to work together on this health reform program to benefit the Egyptian people.

dr:hany : من حق الدوله المانحه للمعونه ان تملى شروطها لكن اين تذهب هذه المعونه فالشعب المصرى لايشعر بهذه المعونه ،ام انها تذهب فى البنيه اللى تحت التحتيه.ومن ناحيه اخرى لماذا لا توجه امريكا هذه النحه لمحاربه الفساد فاعتقد ان موارد مصر تكفيها دون حاجه الى معونه .وسينقضى الفساد فى مصر اولا باستقلال القضاء المصرى استقلالا تاما ثانيا العلاقات المصريه الاسرائليه تاخذ شكل واضح ثالثا استقلال التعليم فى مصر فعلى ضوء المحاور الثلاثه السابقه ستبنى قاعده قويه تنهض من منطلقها مصر اقتصاديا واجتماعيا وسياسيا

John Groarke: عزيزى الدكتور هانى ، أشكرك على سؤالك ودعنى اقول لك أننى أتفهم جيداً أن البعض لا يعرف أين وكيف يتم صرف أموال المعونة الأمريكية. قد يكون من السهل رؤية المدارس التى أنشأناها أو الكتب التى قدمناها والعيادات الطبية التى ساهمنا فى إنشائها كما يمكننا أيضاً أن نلاحظ تأثير بعض مشروعاتنا مثل الحفاظ على الشعب المرجانية فى البحر الأحمر على تنمية السياحة في المنطقة ككل. وعلى الجانب الآخر هناك بعض المشروعات التى لا نراها بأعينا رغم أهميتها وتأثيرها القوى مثل المساهمة فى برامج التطعيم وخاصة حملة تطعيم شلل الأطفال والمساهمة فى القضاء على الأمراض القاتلة والتى بالتالى تسهم فى خفض نسبة

وفيات الأطفال والأمهات هذا بالاضافة الى مشروعاتنا فى مجال ترميم الأثار.
إضافة الى ذلك فقد قمنا بتمويل العديد من المشروعات الهامة فى مجال البنية الأساسية مثل مشروعات تنقية مياة الشرب ومحطات الكهرباء والهواتف ولأن تلك المشروعات قد أقيمت فى مناطق مختلفة ونائية لذا فقد كانت غير ملموسة وغير معروفة للمواطن العادى . فهل تعلم مثلاً أننا قمنا بتمويل خزانات المياة الضخمة التى تقدم حوالى 30% من المياة النقية لمدينة القاهرة ، فقد أنشئت تلك الخزانات تحت حديقة الأزهر وأود أن أنتهز الفرصة لأحى جميعة أغاخان على عملهم الرائع الذى قاموا به فى هذه الحديقة الرائعة الجمال.

تعمل الوكالة الأمريكية مع الحكومة المصرية والمنظمات الأهلية لتعزيز مستويات النزاهة في المؤسسات الحكومية. هذه قضية مهمة تواجه جميع بلدان العالم. وتدعم الوكالة الجهود المتواصلة لتطوير النظام القضائي بما في ذلك تزويد المحاكم بأجهزة الكمبيوتر والتدريب ودعم الإجراءات التي تضمن الحقوق القانونية للنساء. ونحن فخورون جداً بالتقدم الكبير الذي تحققه الحكومة المصرية لتطوير نظام المحاكم المصرية.

John Groarke: لقد تم بالفعل تخفيض المعونة الأمريكية في مجال الزراعة بناء على النجاح الذي حققه الجانب المصري في تنمية هذا القطاع. من جانب آخر قد قدمنا استثمارات كثيرة لتنمية الزراعة و الري خلال الثلاثون عاما الماضية. فقد قدمنا حوالي 1.2 مليار دولار لتنمية هذا القطاع الهام. و نحن نقوم حاليا بتمويل بعض الأنشطة فى المجال الزراعي مثل: تقديم المساعدات الفنية لتنمية الصادرات الزراعية، و توسيع قاعدة مشاركة شركات القطاع الخاص الزراعية التي يمكنها ان تدخل سوق المنافسة العالمية. كما نعمل فى مجال تحسين الروابط بين الشركات و موردي السلع البستانية عالية القيمة القابلة للتصدير
وزيادة انتاجية المنتجات عالية القيمة من الإنتاج الحيواني و منتجات الألبان فى السوق المحلية كما نعمل على رفع كفائة استخدام الموارد المائية.

Funding for USAID comes from the American people, and there are procedures in place to monitor our programs to ensure that the money is properly allocated.

Your question included military assistance. As the Acting Director of USAID in Egypt, I am responsible for economic assistance, but not military assistance, and therefore it would be appropriate for me to respond only to the portion of your question that addresses the economic assistance.

On health, the focus of our work is on the dissemination of health information and the provision of health services in public sector health facilities (clinics and hospitals) which serve the poor and hard to reach areas. This approach will provide more than 30 million people with public health information and services over the next couple years. Notably, our health funding is not designed to provide medicines to the general public nor does it go to building private hospitals.

Our education programs include the building and equipping of new schools, training of teachers, science and technology programs, and future leader development projects. The impact of our education programs have resulted in increased adult literacy (32% in 1975 to 59% in 2005), more girls attending schools (56% to 95%), and more schools to serve the needs of students throughout Egypt.

I really have no great interest in political issues, but I read in our newspaper "El Ahram" an article about the USAID that astonished me a lot and I wonder how true it is. I read that the majority section of the aid in Egypt is for Christians and their companies rather than Muslims. Is it true and if it is according to our newspaper, what is meant by that? we all know things like these lead to what .. we all know but in Egypt Muslims love Christians as one union people as it said in our Holy Qura'n . Thank you very much for your patience

John Groarke: Thank you, Amany, for taking the time to chat with me today. Those reports simply were not true. Over the past 30 years, USAID has made significant contributions to support the Egyptian Government’s efforts to improve the quality of life of all Egyptians - all people from all religions. We provide support to health, family planning, education, trade facilitation, small and micro-enterprise, tourism, and infrastructure development sectors in Egypt. Many of these activities were and are implemented nationwide to support all Egyptians, especially those in under served areas. Organizations that receive funding from USAID must provide services on the basis of neutral, secular criteria that do not consider religious beliefs. As such, assistance must be made available to both religious and secular beneficiaries on a nondiscriminatory basis. In addition, you should know that USAID’s priorities over the years are defined based on agreement with the Government of Egypt. We respond to requests from the Egyptian government and from Egyptian organizations to provide assistance that will enhance the quality of life for all Egyptians. For example, antiquities that have been restored through the Ministry of Tourism include Islamic, Christian and Jewish sites which form part of Egypt’s cultural heritage. In addition, 95% of all Egyptians benefited from USAID-funded infrastructure projects such as power, telecommunications, wastewater and water plants, etc.

عطا عبدا: نشر الكاتب الصحفى صلاح الدين حافظ فى جريدة الاهرام نهاية الاسبوع الماضى مقالا يتضمن اعترافات باحثة مسيحييةأكدت له ان الحكومه الامريكيه تتخصص جزءا كبيرا من المعونه المخصصة لمصر لانفاقها فى مشروعات مختلفه ولكن فى اماكن ذات أغلبيه مسيحية من السكان وان القائمين على المعونه يخصون مشروعات الشباب المسحى بالدعم والمسانده ويتجاهلون دعم المشروعات التى يتتقدم بها الشبان من المسلمين الشىء و]كدت الباحثه للكاتب أن هدف الحكومه الامريكيه من هذا السلوك هو أثارة الكراهية والشقاق بين الشباب المسلمين وأخوانهم المسيحيين فماصحة هذه الاعترافات ؟

Sooad : My question regarding the master degree offered by Indiana university to Egyptian law graduates??

Moderator: Two of you have asked about the Masters of Law, LL.M. degree granted by the Indiana University School of Law in Indianapolis. The degree is part of the “International and Comparative Law” track of the LL.M. program, and is designed to equip lawyers to meet the needs of business working in an international legal environment. The USAID financing of this program provides Egyptians, in a sense, to attend the Indiana University Law School but without the travel. This is the same course material and results in the same degree as the students studying at the Indianapolis campus. Instruction will be carried out on Egyptian campuses by Indiana University’s staff, in English, along with some internationally qualified Egyptian faculty. Courses will also count toward an Egyptian master’s degree.

The Indiana University School of Law - Indianapolis is accepting applications through September 10. Applicants should go to the university’s website, http://www.indylaw.indiana.edu/llm/international/, and follow the instructions there.

Yasser Khalil : Hello Dear Sir, Can you tell us, please, which period that the US aids to Egypt gave good results? why? And what are the mutual efforts required from both sides to make this kind of relationship fruitful? Thank you very much

John Groarke: Thank you, Yasser, for your question and for your interest in USAID programs. I appreciate your realization that it takes efforts from both sides of this partnership to achieve our mutual goals. A large part of the mutual effort we mean is the process of setting and evaluating priorities and achievement of goals. Whether it is increasing literacy, generating economic growth for Egyptians or working on economic reforms, many people are working passionately and feel the satisfaction of the partnership and accomplishment of our work and the benefits it generates. On which period has shown results, the entire period of U.S. economic assistance to Egypt has generated positive results.

Since these 30 years of partnership, more people have electricity in their homes, more people have access to internet and telephones, opportunities for international trade and business have increased, the environment is healthier, more children are attending schools and more adults are literate. Agriculture production and efficiency has improved. The list goes on and on but the result is that economic growth has increased and dependence on foreign aid has decreased.

We can look at results on an individual basis, as well. For example, the mother of two who was left with no income after her husband died would say that the most positive period was when she received a micro enterprise loan and was able to start a profitable business doing what she used to do as a hobby. Thanks to the development of these loans, she can provide for her family and has hired an assistant to meet the demand for her products. Regardless of the time span, anytime the partnership between the Egyptian people and the American people is strengthened and quality of life improves, it is a good thing.

mohamed : العلاقه بين مصر امريكا هى علاقه افراد فى الحكومتان يستفاد من تلك العلاقه افراد من الحكومه المصريه ولا ينال الشب المصرى شيئ من تلك العلاقات فهل السفاره الامريكيه دورها تدعيم العلاقه بين شعبى الدولتين ام انها تخدم الصالح الشخصى بعض رجال النظام.فلاعرف شيئ عن امريكا سوى من اقوال النظام فنكره امريكا لان النظام يرغب فى ذلك على الرغم من وجود تشابه بين الشعب الامريكى والمصرى كبير فهل امريكا ترغب فى فتح قنوات مباشره مع الشعب المصرى ام ان امريكا ترغب فى تسيير مشروعاتها عن طريق السماره الفاسدين؟ولكم تحياتى

John Groarke: الوكالة الأمريكية للتنمية الدولية تمول برامج بالمشاركه مع مؤسسات الحكومة المصرية ومباشرة مع منظمات المجتمع المدنى المصرى. وبالرغم ان المعونه تأتى من الشعب الأمريكى ، الا أن هدف الوكالة هو مساعدة الحكومة المصرية على مساعدة الشعب. لذلك فأن بعض نشاطنا يتجه لمساعدة المؤسسات الحكومية لتكون أكثر استجابه لأحتياجات المواطن ، بينما تتجه نشاطات أخرى لدعم المنظمات الأهلية. بالنسبه لسؤالك الخاص ببرامج السفارة الأمريكية لدعم العلاقات بين الشعبين ، تقوم السفارة بدور كبير فى دعم هذه العلاقات . ومع أن العديد من أقسام السفارة يعمل لهذا الهدف ، الا انه الهدف الرئيسى لقسم الشئون العامة بالسفارة . الوكالة الأمريكية للتنمية الدولية لها دور أيضا ، الا أن قسم الشئون العامة يدعم العديد من البرامج والنشاطات لزذيادة التفاهم المتبادل وأتصال شعبينا بعضهما البعض. ومن بين الأمثلة على ذلك: برامج التبادل الأكاديمى والتعليمى والفنى والمهنى والأفراد . كما أن هناك برنامج المنح لطلاب الجامعة ، وهناك دعم للمختصين بتدريس اللغه الأنجليزية، وهناك برنامج المتحدثين وهو الذى يدعو أمريكيين من شتى المجالات للتفاعل مع المصريين وعقد معسكرات صيفية للأطفال . والسفارة الأمريكية لديها أكبر برنامج للتبادل وهو برنامج الزائر الدولى والذى يرسل أعدادا كبيرة من المصريين للولايات المتحدة كل عام لقضاء أسبوعين او ثلاثة فى جولة مهنية بالولايات المتحدة.

shaker : ما هو تعليقكم على ما يثار من آن لأخر حول خفض المعونة الأمريكية لمصر؟

John Groarke: شكراَ على سؤالك ، إن المعونة الأقتصادية الأمريكية لمصر سوف تستمر ولكننى أود أوضح أنه بمرور الوقت تختلف الأولويات بالاتفاق مع الحكومة المصرية حيث تظهر أولويات واحتياجات جديدة. من المعروف أن إجمالى المعونة الأقتصادية قد تم تخفيضها بناءاً على خطة متفق عليها بين الحكومة المصرية والولايات المتحدة منذ عام 1999 ولم يجري أي تعديل على هذه الخطة حيث ستستمر الوكالة فى تقديم الدعم المالى لمصر. فى عام 1999 تم الاتفاق على خطة تمتد لمدة عشر سنوات يتم فيها التركيز على زيادة التجارة والاستثمار وتنمية القوى العاملة وزيادة فرص العمل. ومن خلال تلك الخطة تم الاتفاق على التخفيض التدريجى للمعونة بمقدار 5% سنويا حتى عام 2009 حيث تصل قيمة المعونة إلى 400 مليون دولار أمريكى ، وتجرى حالياً العديد من الحوارات والمناقشات حول شكل وقيمة المعونة لمصر بعد عام 2009 وعندما نصل الى إتفاق نهائى فى هذا الموضوع مع الحكومة المصرية سوف نقوم باعلان مستقبل البرنامج بعد عام 2009.

محمد عبد: لماذا توجه المعونه الامريكيه منح للمشاريع الصغيره وذلك عن طريق الحزب الوطنى فقط ؟

John Groarke: مرحباً بك يا محمد فى هذا الحوار ، بالنسبة لسؤالك الخاص بالمنح التى تقدمها الوكالة الأمريكية للتنمية الدولية للمشروعات الصغيرة ، دعنى أوضح لك أننا نقدم تلك المنح عن طريق آليات وطرق متعددة وليس من ضمن تلك الآليات التمويل من خلال الحزب الوطنى أو أى حزب آخر.

بشكل عام تقوم الحكومة المصرية بتحديد أولوياتها فى التنمية ثم تحدد البرامج التى تهدف إلى تحقيق تلك الأولويات من خلاله. والولايات المتحدة الأمريكية مثلها ، مثل أى دولة مانحة أخرى ، تسعى نحو تقديم الدعم للأولويات التى يحددها المصريون بأنفسهم. وبالطبع نحن لا نملك الموارد التى تكفى للوفاء بجميع احتياجات مصر او التى نأمل فى تقديمها! نحن نتحاور ونتشاور مع الحكومة المصرية ومع الخبراء المصريين ومع المواطن العادى لأننا فى النهاية شركاء من أجل التنمية.

Iman El Naggar : We all heard recently on the famous accident of young Fatma who died in a private clinic as a result of a circumcision operation, I wonder why do not USAID participate against this uncivilized believes that is part of the Upper Egypt culture? I hope that USAID will fund a program to combat this phenomenon by building an awareness campaign against this bloody habit which will hopefully lead into its disappearance.

John Groarke: Good afternoon Iman. I read about this tragic story. On the positive side, USAID is developing a program in cooperation with the United Nations to work with the National Council of Childhood and Motherhood to develop a communications campaign to reach out to communities on this important topic.
