The Information Resource Center (IRC) is open to anyone age 18 and older. Entry to the Embassy, where the Center is located, requires a valid passport or a valid Egyptian Ministry of Interior identification such as an official identity card or valid driver's license. IRC membership card holders still need to present one of the above official identification cards. No cameras, video recorders, cell phones or other electronic equipment are allowed on the Embassy grounds.

Membership is open to any resident of the greater Cairo region, age 18 or older. University students must be in at their first year of study. Non-Egyptians must present a residence permit valid for at least one year. The term of membership is two years for Egyptians and one year for non-Egyptians. Members in good standing may renew their memberships at the end of the membership term. Membership cards, which are usually ready within one week of application, must be picked up in person.
